This position assists with investigations, evaluations, research, and case preparation associated with violations in the city limits related to nuisance, health hazards, unsafe building conditions, and violations of any health, building, or land use regulations, statute, or ordinance.Essential duties and responsibilities:
- Investigates complaints and performs inspections of reported code violations on private and public property to ensure compliance with the City’s Municipal Code and Unified Development Code, which may include nuisance complaints, land use or zoning violations, substandard structures, weeds and uncultivated growth, trash, junk and debris, junk vehicles, building code, and other permit violations. Also determines if other violations are present at the reported property while on-site.
- Issues advisory letters and notices of violation as required. Prepare comprehensive reports, establish documentation, and provide notification to property owners of violations and substandard conditions.
- Assist with assigning work orders to mowing/clean-up contractors and conducts contractor fee reviews.
- Prepare cases for hearings and trials by assembling reports, photos, and other relevant documents regarding the code violation case to be processed in Municipal Court, which may include testifying as a witness on behalf of the City.
- Read and interpret maps, plats, codes, ordinances, and regulations.
- Research Property Ownership: Utilize tax records, court records, and other resources to identify property ownership of land and/or business property, and/or tenant occupancy to process related violations.
- Research Vehicle Ownership: Utilize Texas DMV, tax, and court records to identify vehicle ownership and lien holders (if applicable) in order to process vehicle related violations such as junk or abandoned vehicles.
- Collaborates with the other inspectors, departments, and agencies as required to ensure compliance with codes.
- Responds to inquiries regarding reported complaints and the outcome, as applicable, in a timely fashion.
- Attends citizen group meetings, as needed, to provide education about City ordinances and standards, as well as basic code enforcement practices, processes, and procedures.
- Conducts research for special projects.
- Other duties, as assigned.
Qualifications and Skill Requirements:Formal Education: High School Diploma or equivalent.
Relatable Work Experience: Experience directly related to construction, construction inspection, or construction related education. Registered as a Code Enforcement Officer through the Texas Department of Licensing and Regulation or ability to obtain within the first year of employment. Maintenance of all licensing is required through employment. Ability to obtain International Code Compliance (ICC) Zoning Inspector Certifications within two years of employment.
Training, Licenses, or Certifications: Valid Class C Texas driver’s license.
Preferred Qualifications: License as a Code Enforcement Officer through TDLR.Disclaimer: Unless otherwise stated, applicants are permitted to substitute two years of related full-time experience for one year of higher education or one year of related higher education for two years of experience to meet the minimum requirements of the job. One year of full-time experience is define as 30 or more hours worked per week for 12 months.
