Job description: Description and FunctionsOpen Until FilledGENERAL DESCRIPTION:The Wyoming Department of Health seeks a highly committed and experienced project analyst to support the Project Management Office in all aspects of the Medicaid Management Information System replacement project (MMIS). The MMIS is the core data and payment processing system for the Medicaid agency and processes $600 million per year in claims. This position will work directly with a team dedicated to this project and will report to the Project Management Office Contracts and Planning Manager.The MMIS replacement project is a high-profile multi-year, multi-million dollar initiative and includes implementing components and services. Component projects (modules) include a pharmacy benefit management system and services, system integrator, decision support system/data warehouse, business intelligence tools, fraud/waste/abuse case tracking tools and fraud detection tools, third-party liability services, provider enrollment services, care/case management services and benefit management services.The Project Analyst will perform specialized program support for the Medicaid Management Information System Replacement Project, known as WINGS, encompassing project management office operational activities and project-specific business analyst and support activities. These activities include document management; request for proposal and requirement development; project management and support; module certification; writing, research, and communication activities; process analysis; financial management and support; and coordination and administrative duties. This individual serves as the primary coordinator for all document management, document assignment, and SharePoint system administration for the WINGS MMIS replacement project.The Project Analyst must be able to effectively plan and facilitate meetings; prioritize and complete assignments; track documents, requirements, and action items; capture and communicate important points and ideas; understand business needs; and be solution-oriented and willing to work towards substantial team accomplishments. The Project Analyst must be able to apply judgment with respect to communications and confidentiality. This position requires advanced level proficiency in the use of standard desktop applications and Google applications (mail, calendar, sites, docs) used by the State of Wyoming. - Maintain document repository, inventory, and current status of all project documents and deliverables. At present, this is a considerable library comprising over 10,000 documents.
- Maintain appropriate versioning for all system documentation and deliverables generated by the Agency and WINGS vendors.
- Create and maintain project templates and style guides.
- Maintain compliance with the privacy of project documentation developed by the Agency or WINGS vendors.
- Troubleshoot technical difficulties with Microsoft Cloud SharePoint document repository and liaise with vendors to develop solutions as needed.
- Gather business, functional, and non-functional requirements in an expeditious and effective manner.
- Assist with the writing and editing of Requests for Proposals (RFPs) and serve as a resource for general status information related to the administration of RFPs.
- Analyze planning, design, development, testing, piloting, implementation, maintenance, and operations activities related to the MMIS Replacement Project for Medicaid, and other WDH programs that utilize the MMIS.
- Ensure validation of project requirements throughout implementation.
- Perform user acceptance testing including development and execution of test cases and coordination with subject matter experts to ensure full coverage of the business need.
- Participate, when applicable, in the Change Control Board (CCB).
- Manage contract-related questions and amendments on projects associated with WINGS.
- Review project deliverables, provide feedback, and make recommendation as to approval when applicable.
- Troubleshoot complex issues or technical problems and resolve or make recommendations on solutions.
- Assess, document, and track project risks and develop strategies for risk mitigation.
- Collaborate with project teams in order to organize, lead, and prepare module certification efforts including the creation of evidence documentation and review of vendor evidence.
- Lead evaluation teams for procurements and coordinate the evaluation and selection process on procurements associated with WINGS.
- Assist with planning, note-taking, and compiling results from procurement activities including Proposal Evaluation Teams, vendor fairs, and other procurement mechanisms.
- Plan, prioritize, schedule, and coordinate meetings for appropriate WINGS team members as well as the broader department

- Evaluate the effectiveness of processes and advise administration and stakeholder groups and make improvement recommendations.
- Interact with end users to ensure existing systems are meeting user needs.
- Perform workflow analysis for system users and apply analysis information to a long-term plan for the Department’s MMIS especially as they relate to other health and economic assistance programs.

QualificationsPREFERENCES:A Bachelor’s Degree in Business, Healthcare, Business Management, Computer Technology, or Public Administration (or similar degrees) with a minimum of three years of progressive and successful experience in a business or project setting is required for this position.Experience as a team member in large projects is preferred for this position, and related project management experience or certifications should be noted in the application.KNOWLEDGE:
