Job description: Business Continuity SpecialistSalary Range: 105,346.00 – 118,503.00Closing Date: 6/6/2024Job Summary:The Office of the Chief Administrative Officer (CAO) provides operations support services and business solutions to the community of 10,000 House Members, Officers and staff. The CAO organization comprises more than 650 technical and administrative staff working in a variety of areas, including information technology, finance, budget management, human resources, payroll, child care, food and vending, procurement, logistics and administrative counsel.This position is located in the Business Continuity and Disaster Recovery (BC/DR) Business Unit. BC/DR provides business continuity planning, contingency response, and continuity of operations support, as well as improvements and enhancements to technical infrastructure, systems, information security, emergency communications, and business continuity capabilities of the House. This position serves as a Business Continuity Specialist in the Plans Directorate.BC/DR seeks a talented professional who has proven experience across business continuity, emergency planning, and crisis response portfolios. The Plans Division is often called upon by senior leadership to solve complex problems with creative thinking and timely implementation. The Business Continuity Specialist supports the Business Continuity Manager and the Director of Continuity Plans through the development of checklists, standard operating procedures, operations plans, and participation in continuity exercises.This position does not have day-to-day supervisory/managerial responsibilities.Major Duties/Responsibilities:· Identifies CAO’s operational and service delivery requirements during an event through collaborative discussion with CAO and Business Unit leaders.· Develops and implements viable and sustainable emergency preparedness and recovery plans for CAO’s Essential Functions.· Uses established frameworks and methodologies as best practices for the interpretation and application of relevant standards and best practices at the House.· Assists with continuity planning for applicable Joint Legislative Process Contingency Programs, including mapping systems to the Legislative Process, identifying operational orders of recovery, and supporting non-technical workaround developments to mitigate operational impacts to the House.· Conducts periodic Business Process Analyses and Business Impacts Analyses for CAO Business Units to identify impacts of loss for CAO functions.· Identifies the need for, and lead the development of, new or additional CAO continuity capabilities in order to mitigate the risk posture of CAO operations and service delivery.· Supports CAO and House exercises, including the development and execution on an annual basis ensuring all CAO Capabilities are adequately tested and exercised.· Provides support to internal CAO planning for National Special Security Events (NSSE), such as the State of the Union Address and Inaugurations.· With the BC/DR team, collaboratively leads the development of operational recovery and reconstitution strategies for CAO Business Units. Leads the functional implementation of those recovery and reconstitution strategies.· Assists with continuity planning for applicable Joint Legislative Process Contingency Programs, including mapping systems to the Legislative Process, identifying operational orders of recovery, and supporting non-technical workaround developments to mitigate operational impacts to the House.· Performs other official duties and special projects as assigned.
QUALIFICATIONS:Qualifications:· 3-5 years of relevant experience· Bachelor’s degree in related field· Strong oral and written communications skills.· Knowledge of Continuity of Operations, Business Continuity, and/or Continuity of Government principles.· Exhibits strong adaptability, flexibility, and attention to detail in planning and executing several projects.· Experience in providing excellent customer service.· Skill in research, documentation, reporting, technical writing, and record management.· Skill in outreach, presentation, coordination, and project management.· Ability to multitask and prioritize with minimal supervision.· Ability to recognize and deal with politically sensitive issues in both technical and legislative environments. Ideal candidate will be seen as a consensus builder, finding ways to get to “yes”.· Must be willing to occasionally travel, potentially with limited notice, and perform contingency operations. This would include the ability to lift (up to 50 pounds) and load equipment.· Must be able to obtain and maintain a Top Secret security clearance with SCI eligibility.** Continued employment is contingent upon satisfactorily completing a criminal history records check (or other applicable security clearance) and a pre-employment drug-test (pre-identified position only).

Expected salary: $105346 – 118503 per year
