Pay grade for this position is 32.Cabarrus County seeks a dynamic professional with extensive experience in local government, financial management, and organizational effectiveness to serve as Deputy Finance Director. The Deputy Finance Director must be collaborative, analytical, detail-oriented, and a problem-solver by nature. The Deputy Finance Director performs difficult professional and executive work planning, organizing and directing the financial activities of Cabarrus County.Finance Division:The Finance Department is responsible for maintaining Cabarrus County’s accounting and reporting system in accordance with generally accepted accounting principles.The department provides critical information for both financial and strategic planning at all levels of management. Finance records the receipt and disbursement of County funds, as set forth in the budget ordinance and North Carolina General Statutes.An integral part of the department’s function involves managing cash to maximize investment income while still meeting the organization’s cash flow needs. Supervision is exercised over subordinate department personnel, Accounting Supervisors, Accountant, Senior Grant Accountants. Work is performed under the general supervision of the Finance Director.Essential Functions/Typical Tasks:Preparing financial statements and reports; developing office policies and procedures; maintaining financial and employee records and files; supervising and assisting the Finance Director.(These are intended only as illustrations of the various types of work performed. - Provides supervision, training, and evaluation of six (6) direct reports – (3) Accounting Supervisors, (1) Accountant and (2) Senior Grant Accountants.
- Assists with hiring and employment decisions; reviews and approves timesheets
- Coordinates, prepares, and reviews the annual comprehensive financial report (ACFR). Responsible for the timely submission to the LGC.
- Coordinate and assist with fiscal year-end closing process including preparing closing schedule, reconciliations, accruals, adjustments, and communication with county departments.
- Assists with the Popular Annual Financial Reporting Award Program (PAFR) Coordinates and manages the annual and interim external audit; assists auditors by preparing and assisting with requested information and answering questions.
- Prepares and assists departments with budget amendments and journal entries as needed
- Coordinates with external actuary and preparation of annual OPEB valuation
- Responsible for implementation of new GASB pronouncements.
- Responsible for preparing or reviewing various Federal and State reports, annually, quarterly, or monthly including but not limited to: EMMA reports, 911 reports, SEFSA, sales and use tax refund, EMS Medicaid Cost Report, Indirect Cost Plan, Financial Assurance, Facilities Report, and LGC203.
- Review and approve various reconciliations
- Assists personnel in implementation of accounting policies, systems, and programs.
- Assists Senior Grant Accountants with maintaining needed financial records, preparing reconciliations, budget amendments and general ledger accounts for grant funds.
- Assists in the budget process by providing financial data analysis and estimates for revenues; verifies financial data; reviews estimates.
- Pre-audits contracts, purchase orders, wires, and ACH payment files.
- Oversees financial analysis and budget of revenues expenditures of internal service, and special revenue funds.
- Participates in the review and implementation of County internal control policies and procedures.
- Supplies financial information to appropriate persons, organizations, and citizens.
- Responsible for the operations of the Finance Department and authorized to act on management team matters in the absence of the Finance Director.
- Approves invoices and journal entries.
Knowledge, Skills, and Abilities:Comprehensive knowledge of the principles, methods and practices of accounting; comprehensive knowledge of the laws, ordinances and regulations governing financial matters; thorough knowledge of modern office methods, practices and equipment; ability to prepare and maintain complex financial reports and records; ability to analyze and evaluate complex financial systems; ability to establish and maintain effective working relationships with County officials and associates; ability to express technical ideas effectively, both orally and in writing; ability to plan and supervise the work of subordinates.Education and Experience:
Graduation from an accredited college or university with major course work in accounting and considerable experience in governmental accounting and financial reporting. Other extensive accounting experience may be considered.Special Requirements:
