Our community is a tight knit group of remarkable individuals interested in intellectual inquiry and making a difference in the world.RequirementsThe provides the structure to guide Georgetown University and its various stakeholders in preparing for, preventing, mitigating, responding to, and recovering from emergencies and disasters.The Emergency Management Specialist will perform a variety of emergency management functions, including duties related to outreach, planning, training, and exercises, and will play a critical role during the response to and recovery from emergencies that impact the University. The incumbent will function in a back-up capacity to the Director of OEM and Senior Emergency Management Specialist, and must be available 24/7 during emergencies and planned events requiring OEM support. The Emergency Management Specialist will collaborate with a variety of stakeholders across all of the University’s DC campuses, with an increased focus on the , and will work with students, staff, and faculty, as well as others internal and external to the University, in the performance of their duties. Under the guidance and direction of the Director of OEM and Senior Emergency Management Specialist, additional duties include, but are not limited to:PlanningAssist in the revision of the University Threat and Hazard Identification and Risk Assessment (THIRA) and Hazard Vulnerability Assessment (HVA).Support the development, revision, and operationalization of various emergency plans, including the Emergency Operations Plan and Continuity of Operations Plan (COOP).Support the revision of the University Integrated Preparedness Plan (IPP).Lead and support planning-related workgroups and committees, facilitating planning meetings.Community Outreach and Preparedness TrainingSupport the development, delivery, and evaluation of preparedness outreach programs for the University community.Support the development, delivery, and evaluation of emergency preparedness training for the University community, including training for Emergency Response Team (ERT), Building Emergency Coordinators (BECs), and other University stakeholders.Develop and design publications for marketing and outreach on emergency preparedness.Identify opportunities to partner with various University stakeholders on efforts to build resilience and enhance preparedness, with a particular focus on the Capitol Campus, tracking and monitoring participation.Emergency Operations and ResponseServe as essential personnel in the OEM and EOC, responding to any type of emergency on a 24/7 basis.Work long hours when needed during sustained emergency response and recovery operations and during planned events.Support the response to emergencies at the Hilltop, Capitol Campus, and School of Continuing Studies, as well as other University locations in the DC area.Perform oversight of all OEM emergency communications assets and other equipment in the EOC and other sites, along with regular assessments to ensure operational readiness.Assist in the development, implementation, and evaluation of incident or event action plans and other ICS-related processes during emergencies and planned events.Perform regular updates to and testing of RAVE and other emergency communications platforms, becoming proficient in the use of emergency communications systems in emergencies.Preparedness Exercises & Other DutiesSupport the development, delivery, and evaluation of discussions- and operations-based exercises, including exercises related to facility evacuation and shelter in place.Assist in all aspects of exercise program management, including the tracking and follow-up on after action items identified in prior exercises and documentation of participation in exercises, preparing and providing reports as needed.Provide administrative, operational, and logistical support to all aspects of OEM operations, including scheduling and managing meetings and events; ensuring constant readiness of EOC and OEM facilities.Assist with data collection, report preparation, facility-related issues, and other tasks as assigned by OEM Director or designee.Requirements and QualificationsBachelor’s degree from an accredited higher education institution plus a minimum of two years of experience in the following areas:Emergency management or related fieldCommunity outreach and educationDeveloping emergency plans and continuity of operations (COOP) plansDesigning, implementing, and evaluating preparedness-related training and exercisesUtilizing the National Incident Management System (NIMS), the Incident Command System (ICS),Comprehensive Preparedness Guide (CPG) 101, and the Homeland Security Exercise and Evaluation Program)Working in an emergency response or emergency operations center settingExcellence in written and oral communication and the ability to collaborate with a wide-range of stakeholders, including University leadership, staff, faculty, and studentsWorking under stressful, emotionally charged conditions in a collaborative, fast-paced environmentWorking with absolute discretion in sensitive situationsAbility to work both independently and collaboratively in a constantly changing, fast paced environment Ability to work with external stakeholders from public sector emergency response and emergency management organizations Ability to perform moderate levels of physical activity, such as lifting and moving up to 20 pounds of materials and supplies. Standing or sitting for long hours will be necessary.
