The DATA team is within the Clinical Quality and Care Transformation (CQCT) Division and is tasked to provide data, analytics, and decision support tools to support HCA’s various initiatives and programs. DATA staff ensure availability of data-driven decision support, including advanced analytics and performance measurement, to improve decisions about clinical quality and health care purchasing.About the position:
The Cost Board Senior Data Analyst reports to the Cost Board Health Economics Research Manager within the Cost and Quality Analytics team and will work collaboratively with a highly skilled team composed of health data and policy analysts with advanced programmatic or analytical specializations. This team is responsible for managing and conducting research and data analytics for the Health Care Cost Transparency Board (HCCTB), established by law (Chapter 70.390 RCW). The HCCTB is responsible for reducing the state’s health care cost growth by determining the state’s total health care expenditures, identifying cost trends and cost drivers in the health care system, setting a health care cost growth benchmark for providers and payers and reporting annually to the Legislature, including providing recommendations for lowering health care costs.This position is eligible to telework and is typically not required to report on-site. The default assigned work location of all Health Care Authority (HCA) positions – both on-site and telework eligible positions – is within the State of Washington. Frequency of onsite work will vary based on business and operational needs. HCA may choose, but is not required, to support out-of-state telework on a case-by-case basis.DutiesSome of what you will do:
- Lead and ensure successful completion of HCCTB’s annual collection, validation, and analysis of carrier and non-carrier data to identify cost growth and cost growth drivers.
- Provide technical expertise on new HCCTB work, per 2SESHB 1508, to survey underinsured residents, employers, and employees to investigate how health care costs impact these groups.
- Identify and address other short- and long-term data and research needs of the HCCTB as well as provide evidence-based policy recommendations to the HCCTB.
- Ensure efficiency of analytical work through automation of data validation, report generation, statistical and visual analyses etc.
- Mentor junior data analysts and review their work to ensure accuracy, relevance, and timeliness of output.
- Advise on the best practices for HCCTB data collection, storage, management, metadata, and analysis.
- Identify data issues and propose process improvement opportunities.
- Work closely with policy, data, and project management staff as well as other stakeholders to ensure that the HCCTB delivers reporting requirements and fulfils its mandates in a timely manner.
- Represent the Health Care Authority in public forums and meetings involving multiple agencies and organizations.
- Effectively communicate issues, research methods, results, caveats, key insights, and/or policy implications to internal and external audiences.
- Effectively communicate highly complex research/analytical information for non-research/non-analytical stakeholders.
QualificationsRequired qualifications:
- Master’s degree or higher in economics, mathematics, statistics, public health, health services research, or related field
AND
- At least three (3) years of experience in a financial, analytical, econometrics or forecasting field which must include experience leading major analytical projects.
- Experience demonstrating strong ability in leading teams, collaborative communication, strategic planning and creating system innovation.
- Two (2) years of minimum experience of SQL and R, SAS and/or Python programming skills.
Preferred qualifications:
- Expert/Advanced level skill and experience with the following: o data management software (SQL) o statistical software (SAS, R, SQL, and/or Python) o data visualization tools (Tableau and/or PowerBI).
- Strong verbal, visual, and written communication skills.
- Advanced statistical analysis skills (hypothesis testing, sampling methods).
- Knowledgeable in survey, mixed methods and/or econometrics.
- Independent judgment, high degree of analytical skill, expert level knowledge of databases, and an ability to collaborate with a broad array of stakeholders.
- Broad experience at the lead researcher level, including technical and quantitative skills, an understanding of public policy development and public budgeting, political sensitivity, personal resourcefulness, and the ability to work with senior managers and consultants.
- Critical thinking and the ability to proactively develop methods and approaches to analysis.
- Excellent time/project management and problem-solving skills.
- Demonstrated self-motivation and initiative to resolve problems or recommend alternative approaches when problems arise.
- Working knowledge of the Washington health care system including familiarity with health policy and/or market dynamics.
- Experience in creating applications and automating business solutions.
- Experience in using version control applications.
