Job description: Job DescriptionThe City of Avondale is accepting applications for the position of Lead Code Compliance Officer in the Office of Public Safety. This is a FLSA exempt, full-time position with benefits.Hiring Range: $72,658.67 – $90,823.34Salary range is the entire compensation range for the position classification.
Hiring range is an estimate of the compensation amount for the selected candidate. The actual salary offer will carefully consider a wide range of factors, including skills, qualifications, experience, education, licenses, and/or training.Performs inspections of existing residential, commercial, and industrial properties and structures. Monitors and enforces a variety of applicable City codes, ordinances and regulations of private and public properties related to zoning, land use, building, nuisance ordinances, property maintenance, housing safety, environmental safety, and other codes as assigned. Conducts field inspections and investigations of complex complaints and violations in City ordinances for zoning, property maintenance, housing safety, environmental safety, and other City codes. Trains, leads, mentors and assists other Code Compliance Officers in the department. This position is distinguished from the Code Compliance Officer by its increased responsibility of assignment, supervision of Code Compliance Officers and performance of more complex work assignments. This position serves as a subject matter expert and provides technical advice and responsibilities in support of the Code Compliance Division.The Lead Code Compliance Officer leads the supervision of compliance activities, emphasizing resolution of violations in a cooperative manner. Assist staff with critical code inquiries, code case review and inspections, and serve as the Lead Code Compliance Officer with the ability to supervise staff, evaluate performance, customer service and other needs of the department. Assists with the planning and coordinating activities of the Code Compliance Officer inspection team. Establishes and strengthens relationships with neighborhood leaders, citizens, property owners, and incorporates a team-oriented approach to proactive code compliance and investigative procedures and solutions.The Lead Code Compliance Officer must be fully trained in all procedures and policies directly related to the code enforcement program and perform related duties as assigned. Work is performed under the supervision of the Code Compliance Manager.Essential FunctionsWill complete field inspections for all case types and reported concerns, enforces property maintenance and rental codes, zoning, and local ordinances by inspecting developed and vacant parcels, and the interior and exterior of buildings/structures for structural defects, checking the safety and adequacy of buildings, issuing notice to repair, removing or correcting violations, and monitoring properties in violation. Process cases utilizing the Clean and Lien program. In addition, will be assigned to work cases of greater difficulty and complexity, including cases that are political sensitive and of high priority. Will prepare cases for court to include gathering evidence, completing required court documents, attend and present case for arraignments and civil hearings.Provides professional, technical, and compliance guidance, direction, and coordination of all proposed compliance plans. Responsible for interpreting codes for staff to ensure consistent application of the codes. Works resourcefully with citizens and property owners in order to achieve a high level of voluntary compliance. Mediates disputes and negotiates solutions to resolve instances of non-compliance.Researches and analyzes information regarding property ownership, land use, zoning, development plans and case histories to prepare code compliance cases for civil or criminal court or for administrative review of violations of the City’s property maintenance, zoning, or fire codes.Performs code case management, site inspections, communication with the public and various City staff, coordinates with the Code Compliance Manager on division programs, innovative programs and education resources and processing abated properties up to recording a Notice of Lien.Works with the Code Compliance Manager to assist neighborhood leaders and groups to develop strategies to resolve and prevent neighborhood blight and deterioration issues.Performs administrative duties, responding to customer phone calls and emails, answering questions of processes, applicable codes and coordination with Department staff, citywide Departments and Code Compliance Manager to address inquiries and violations. Will act as City Court Liason and review all court documents submitted for court action, review case files submitted to City Attorney for court ordered abatement, and City Prosecutor for criminal action.Performs, supervises, coordinates and schedules proactive inspections for citywide maintenance and beautification.Provides support to the Code Compliance Manager as required, to prepare ongoing statistical reports on the division’s pro-active performance planning utilizing performance management tools.Trains, assists and leads other Code Compliance Officers on development and Code Compliance projects including City inspection protocol, policies, and expectations to ensure commercial and industrial properties and high priority areas are being maintained and violations are resolved in a prompt manner. Provides technical advice to Code Compliance Officers, including the handling of day-to-day scheduling of employee work coverage. Provides training to new and current Code Officers. Informs Code Manager of project performance and provides general input on employee performance. May provide feedback to Code Compliance Officers on performance measures, and to the Code Manager on annual performance evaluations and merit increases.Supervise and participate in the continuous improvement of administrative processes.Minimum QualificationsHigh School Diploma or GED required. Bachelor’s Degree is preferred from an accredited institution in Planning, Criminal Justice, Public Administration, Business Administration or a related field or any combination of training, education or experience that provides required knowledge, skills, may be considered.Three (3) years or more of experience as a Code Compliance Officer, or three (3) or more years of recent work experience associated with zoning enforcement, city code enforcement, and/or neighborhood preservation.Valid Arizona Operator’s Driver’s License required at time of hire.Must hold a Level I Basic Code Officer Certification and Level II Intermediate Code Officer Certification. Must obtain at least one or more of the following certifications within one (1) year of hire: Property Maintenance and House Inspector Certification, Zoning Inspector Certification.Supplemental InformationWork requires the ability to read codes and standards, planning and development plans, state statutes, real estate documents, and administrative policy and procedures.Work requires the ability to perform general math calculations such as addition, subtraction, multiplication and division.Work requires the ability to document facts and photographs, write reports, memos, notices of violation and informational documents, prepare legal forms, and general correspondence with proper format, punctuation, spelling, and grammar, using all parts of speech, and self-study.Ability to independently prioritize and schedule daily inspection work assignments. The Lead Code Compliance Officer is responsible for quality assurance by inspecting the work of others and providing guidance. In addition, the Lead Officer is expected to provide feedback on the performance of department personnel. Responsibilities include organization of daily activities, reports, and research on a variety of compliance matters. Oversee staff as directed and to ensure accountability and performance measures are met.Work involves choices of action within broad guidelines established by adopted codes and standards or organizational policy. Professional judgment is required on a routine basis to apply the proper course of action. Work will require significant driving time and significant outdoor exposure time.Effective and clear communication, solution-oriented, and innovative problem-solving are necessary for this position. In addition, this position works with individuals outside the City who may belong to professional or peer organizations or citizen groups. Working with various state and federal agencies may also be required of the Lead Officer. Vendors and suppliers may also be called upon for information on contracts, purchases, supplies or products. Frequent citizen contact will be required.
