This unique position works with the Assistant Fiscal Officer for the Facilities Management Revolving Fund coordinating and directing revolving fund billing, revenue, and collections operations. In addition, this position develops and implements statewide billing policies and procedures, as well as working with client agencies to monitor billing the billing and collection process. The ideal candidate for this position has experience in accounts receivable/payable, contract management, and accounting software experience with strong attention to detail, communication, and organizational skills.   • Under administrative direction, serves as Revenue Manager under the Assistant Fiscal Officer (AFO) within the Bureau of Property Management (BoPM) for the billing of the Facilities Management Revolving Fund (FMRF).
  • Works with AFO and Agency Federal Funding Manager or vendor in developing, enhancing, and documenting the federal funding reimbursement model and processes
  • Utilizes Systems, Applications, and Products (SAP) accounting software’s central component for approvals and Supplier Relationship Management (SRM) to process contracts and obligations as backup to the Contracts and Obligations Managers.
  • Conducts ongoing analysis and research on operational components of the facility management billing operations and researches methods of enhancement; recommends implementation of those enhancements to the AFO.
  • Serves as a resource to all client agencies explaining and interpreting policies and intent of the FMRF billing function to enhance the effectiveness of understanding, standardization, and integration of intent to all client agencies and related concerned parties.
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

MINIMUM QUALIFICATIONS

  • Requires knowledge, skill, and mental development equivalent to completion of four (4) years of college with coursework in business administration, accounting, finance, or related field.
  • Requires three (3) years of progressively responsible administrative experience in a public or private organization including experience in accounts receivable, billing, lease administration, or a related field.

PREFERRED QUALIFICATIONS

  • Prefers two (2) years’ professional accounts receivable experience.
  • Prefers two (2) years’ professional experience working with accounts receivable/payable related software.
  • Prefers two (2) years’ professional accounting report analysis experience.
  • Prefers two (2) years’ professional experience developing and reconciling accounting reports.
  • Prefers two (2) years’ professional contract management experience.
  • Prefers working knowledge of developing and implementing standard operating procedures (SOPs).
  • Prefers two (2) years’ professional experience following both written and verbal instructions/directives.
  • Prefers working knowledge of Microsoft Office products including Word, Excel, and Outlook.

CONDITIONS OF EMPLOYMENT

  • Requires completion of a background check and self-disclosure of criminal history.
  • Overtime is a condition of employment, and you may be requested or required/mandated to work overtime including scheduled, unscheduled, or last-minute overtime. This may require the ability to work evenings and weekends.
  • Requires ability to use agency supplied technology/equipment (i.e., mobile phone, laptop, etc.) in compliance with agency information security and confidentiality guidelines.
