  • Responsible as a lead doctrinal developer and analyst, expert researcher, and author of strategic, operational, and tactical joint doctrine and publications relevant to Civilian Harm Mitigation and Response Program (CHMR).
  • Conduct substantial research and rewriting to organize, balance, and complete deficient doctrine, manuals, guides, and reports.
  • Continuously review published materials and recommend revisions or changes in scope, format, content, and methods of reproduction on a regular and recurring basis to ensure USSOUTHCOM material and information is up to date.
  • Coordinate with the USSOUTHCOM staff to explicitly incorporate CHMR considerations in operational and contingency plans involving allies and partners, coalition campaign plans, and other similar planning documents.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Top-Secret security clearance or access for the duration of employment.
  • This position requires shift work to provide coverage on evenings, weekends, holidays, or special situations. Employee shifts are rotated on a regularly scheduled basis.
  • This position is a Testing Designated Position (TDP) subject to a pre-employment screening, and random testing. The duties of this position meet the criteria for compliance with Federal and Department of the Army Drug Free Workplace Programs.
  • This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time.

Experience in the unique functions of organizations/departments and their relationship to doctrinal development and management.
